If a partner in a LLC with an agreement requiring 12 mo notice of resignation resigns with less than two month's notice is he still liable for debts of the LLC that were incurred while he was a member, i.e., lease of equipment, rent on building, adm fees of 401k in which he sitll has money, accounting fees, etc?

Yes, I would think so, (for his share of these debts) if reasonably construable under the terms of this agreement.
