Are past employers allowed to release information without consent?

My past employer released information, such my hourly rate, and other confidential information with out a sign consent form given to the interviewing employer. Is this company in violation of the privacy act?

Your hourly rate of pay would not qualify as confidential information subject to privacy laws.
