penalties deducted from pay

My company was penalized because of late paperwork that I submitted, they deducted the penalties from my paycheck stating that this is ''company policy''. Are they required to have this policy in writing in order to penalize me or are they only required to tell me before they deduct the money?

I know of no law that would require your company to put the policy which you've described in writing, but, ideally, it would be clearly spelled out in something like an employee handbook or other written material outlining

company policies and expectations of their employees. (You should also be aware that there may be other such punitive company policies of which you are unaware and which could also pose problems for you in the future.)
