Legal Question in Employment Law in Virginia
if a person is hired after me & gets a pay increase (I'm told there are no raises) is this legal?

Sure, why not? After all, you're presumably working without
the protection of a contract and in the employment at will jurisdiction
known as the Commonwealth of Virginia.
