Personal Files in the Work Place

1) The company I work for let's me see my personal files but won't let me make a copy of them, is this legal?

2) If the manager puts a written,negative comment in your file, is there a specific time frame when the manager has to remove this item from your personal files or can they keep there as long as they want?
