Police chief denies extra employment

I am a police officer. Our department policy prohibits us from working any extra work which is illegal, immoral, would cause a conflict of intrest or would otherwise show the department or our position in an unfavorable light.. It specifically says that we cannot work at an establishment in which the manufactor or sale of alcohol is the primary business.-- I took a job at a restaurant which does sell alcohol, but that is not even close to its primary business, it is also nowhere near the juristiction in which I police. My question is two fold, first, does a police chief have the authority to deny me the ability to work other jobs (other than those types mentioned) and can he go against the the departments written policy?
