How PTO is used

I work for a company upon my hire, I was advised that paid time off could be used at my discrection, but within the last few days employees were iinformed that PTO would be used for any time we are off with our discrection. No matter the reason, if we miss more than an hour, whatever time we are off pass that we will be Paid PTO Is this legal I work in Virginia

Yes, quite legal, unless it violates the terms of an

employment contract (which you probably do not have). Absent such a contract, there is generally no requirement under Virginia law that employers provide employees with either paid sick or vacation

leave benefits nor other paid personal leave time off the job,(and therefore those that do may dictate how such time will be used).
