Can someone be put in a management position and not be paid accordingly for it and which law would this violate

Also can a person with a high school degree with 5-6 years of experience be put in a position where the statement of work requirest 10 years of experience and a bachelor's degree and master's preferred and which law would it violate if any

violations of Virginia law in either.
