Questions on an employment application.

Can the following be on the emp.app.

Have you ever served in jail? If yes, what was the offense?

Have you ever been denied a security clearance? If yes, explain.

Jobs requiring a security clearance requires additional paperwork for the government. Neither of these questions seem appropriate on an employment application.
