is there any regulations federal or state that covers mother being a LPN and daughter being a CNA and working in the same company small place that could result in mother being her boss and showing favoratism

No, not too likely (in my opinion). This kind of issue is more likely to be regulated(if at all) by local facility workplace rules (again in my opinion).
