In the state of Virginia, what are the regulations pertaining to Lunch breaks and morning or afternoon breaks. Is this the discretion of the employer?

I am not aware of any laws or regulations that specifically
require Virginia employers to give lunch breaks to employees unless
they're 16 years of age or less.
