Time clock for one employee only

We are currently experiencing an attendence problem with ONE employee and considering installing a time clock. Our question is: is it legal for us to require ONLY the one ''problem'' employee to punch the time clock?

Yes, I don't know why it wouldn't be in an employment at will jurisdiction like the Commonwealth.
