Use of vacation time accrued

My husband works for a co. who is losing 5-7 employees daily (they are quitting). However, before quitting these people were using all of their accrued vacation and sick time since the co. does not pay you for it upon termination. Now the company has told my husband that he is not allowed to use any of HIS vacation/sick time. My question is are they within their rights to institute such a policy? It is the summer and our family vacation is coming up soon. Can they keep him from taking a vacation or using any sick time should he need to. He has accumulated quite a lot of time.

Under Virginia law, employers are not required to provide employees with either sick or vacation leave. So, it would appear that the company is perfectly within its rights to deny such leave taking by any or all employees at any time which it chooses.
