Legal Question in Employment Law in Virginia

My vehicle was seriously flooded while I was at work, up to the windshield. News says it rained 1-2 inches. I only have liability insurance on it. I am a new hire where i work and was completely unaware this would ever have happened but found out that it has been a problem that may well have been prevented if the City had taken correct action. Would I have any case against the City it was parked at?

What action which you claim this jurisidiction had a duty to you(as well as to its other citizens) to perform and allegedly failed to do so which caused your car to be flooded with the resultant damages?

Off hand, and without knowing more, I would answer in the negative.
