Legal Question in Employment Law in Virginia

Do volunteer workers enjoy the same rights as paid workers? I work at a radio station of all volunteer announcers, big changes are being planned that affect the unique nature of our station and we are considering forming a union of some sorts to resist the changes. Some are worried about losing their slots and creative freedom, some are worried that they will be "fired" if they try to organize collectively. Management consists of paid employees at a publicly funded university.
