Can my employer use volunteers to fill a paid job in the organization?

Why, of course, she(your private employer)can use such volunteers to fill paid positions(that might be otherwise outsourced to Bangalore), unless it violates a collective bargaining agreement, if there be such, with a union membership which covers such positions in the agreement and which disallows such volunteers in these positions.
