Legal Question in Employment Law in Virginia

I work on a commission basis at a dog grooming salon. Recently the boss has made a rule that the groomer cannot leave the job until their dogs have all left for the day. This leaves the possibility of having to stay at the job for more than an hour with no work to do and not being paid, just having to stay. Is this legal?

May not be if the employee is paid by the hour and is not

being compensated for this extra time at the job.
