Legal Question in Employment Law in Virginia

I work for a county school district in VA that shares a building and facilities with local government.

The General Services Dept. on the local government side enforces the employee parking policy at the county office building where my office is located by running license plates of vehicles parked in restricted lots (visitor lot, vehicle pool, board member lot, etc.).

I assume they accomplish this by taking down license plates of all vehicles in the aforementioned restricted lots and then send out violation notices based on those plates that come back belonging to employees that are parked in prohibited lots.

Is it legal for them to make use of the local police department to enforce their parking policy in this manner?

As long as the chief of police knows and approves of it, then the
