Legal Question in Employment Law in Virginia

I work in a juvenile correctional facility where I teach the inmates. As of late, I have a student who has shown extreme aggression and threatened me at least twice. I have followed all of the procedures and guidelines concerning my facility and am wondering what I can do legally, being that the student has threatened me verbally and with physical gestures at least twice. I have attempted to take matters like this to the county's legal system in the past with other students, being denied the opportunity to press criminal charges, their excuse being "we let the juvenile correctional system deal with these matters." I am tired of being harassed and threatened and not having either the county's criminal justice system or the correctional facilities security system back me fully on my concerns. Basically, what I need to know is when do my rights as a citizen kick in? I shouldn't have to endure this and am seriously considering consulting an attorney on the issue. What should I do?

My opinion would be that if neither your county's criminal justice system

nor correctional facilities security system wishes to either prosecute nor otherwise seriously deal with your claim(s), then you are likely without

a realistic remedy for the situation described.
