signing a contract at previous employer not to take their customers when you go to another job does this stand true?

Yep, it sure does "stand true", usually, and for the most part in the 'Ole Commonwealth. (You simply can't steal your former employer's customers if you go somewhere else and you've signed an agreement with that employer that you'll refrain from engaging in such activity.)
