Is there anything in the works regarding sick leave in VA to make it mandatory at an accrual rate per pay period?

No, not likely (in my opinion), particularly, in view of the fact that
there is currently nothing in Virginia law which now requires employers
to provide their employees with the benefit of paid sick leave.
