About 6 months ago, i moved out of a house the i shared with the person who owns it. I signed a year lease but we terminated the lease via mutual agreement about 2 months after i moved in. I moved out of the house because she and her friends started smoking marijuana in the house. When i moved out, we put on the lease that she would give me $350 back (half my deposit). It has been over six months and she keeps making excuses about not being able to get my deposit back to me (money issues). I eventually told her she can pay me in installments of $100 every 2 weeks. She paid me $200 for the first 4 weeks, but is making excuses again on the last $150 that she owes me. I read online in some states, that you can sue the landlord for 3x your deposit. Would i be able to do that here in Virginia?

Unlikely, unless the lease agreement was covered by the Virginia Residential Landlord Tenant Act. You could, however, still sue for the balance owed on your deposit in your local small claims court.
