access to apartment

I was recently accidently locked out of an apartment in Richmond Virginia during the weekend for which I am on the lease but do not actually live there. My daughters who are students live at the apartment. I was told that there was no way to get into the apartment prior to Monday because Maintenance was closed during the weekend. I had assumed that all apartment buildings/companies have lock out service. Is it legal for management of a building to not have 24 hour access to an apartment, for instance for emergencies?

Why not have your daughters further check into this issue with the management of their complex and, if necessary, Richmond housing authorities?

I don't have a clue from here.
