Legal Question in Landlord & Tenant Law in Virginia
Our Apartment complex has these annual inspections where they go around looking at what everyone has on their balconies. They do this two or three times a year and they have these ridiculous rules that you can't have certain items such as your bike, or your patio chairs stacked in two, a satellite dish etc. I know they have these rules in the lease terms but are there not federal or state laws for Virginia that govern what space is yours when your leasing and what you can have on it as long as your not doing anything illegal etc? I think the management company just wants to present this one image and likes to bully the residents who work hard and want to live and enjoy where they are.

No, there are no such state and/or federal laws (as far as I am aware) which govern the matters that you've mentioned which are normally governed by the local bylaws or rules of the apartment complex or association and which are fully enforceable against the leasee/tenant as matters of contract in his or her lease.
