Apartment Repairs

Hi!

I lived in an apartment and my puppy got a hold of the seam of the carpet that attaches my bedroom to the bathroom and tore a small section. The place is charging me $1379 in repairs since the manager said you cannot replace just one room with carpet. With that said I moved out March 27, 2009, received bill May 28, 2009 through certified mail. With it being out of the 45 day mark he claims I still have to pay since the date on the bill is before the 45 day mark so it wouldn't matter if I received the bill a month from now. Is this true? Why would there be a 45 day stipulation if they can just date it earlier and send after 45 day period? Please let me know.

Not sure why you would owe that much for a small piece of carpet that might be patched. Not sure what the 45 day period has to do with the primary issue which is: do you really owe that amount? You might consider making them prove it in court.
