circumstancial and complete hearsay

a friend of mine has been turned down for housing, all of which is circumstancial evidence from another source. no evidence , no police report, no conviction, nothing.what is his rights? does he have a lawsuit.

Much more information would likely be required for such a determination, but unless the denial of housing for your friend could be demonstrably shown to have been based upon his or her link to one of the protected categories involved in federal antidiscrimination law such as race, religion, ethnicity, sex, etc., I would surmise that such a lawsuit as you've suggested would have dubious viability.
