Legal Question in Landlord & Tenant Law in Virginia

I am a college student who lives in an off campus apartment. When signing my lease there was a clause about utility overage, if your apartment went over the allowed cap it was said you would be billed by the leasing company. About six months into my lease I recieved a bill from a third party company. In my lease it says nothing about being billed from a third party company. Is it legal to provide residents personal information to third party companies without their permission?
