commercial tenant wants to end 3 yr lease after 1 yr.. what are our options on penalty payment

Would seem to depend at least partly upon other factors which you haven't mentioned such as whether this tenant could make reasonable counterclaims against you as landlord and whether you're in a position to mitigate your damages by finding a successor tenant within a reasonable period of time.
