Condo Association Water Utility
Each condo has it's own water meter and is billed monthly for water usage in adition to the regular HOA fee. Can water service be shut off to individual units that are seriously past due and have not paid for water/sewer usage?

I don't see why not, but you might want to check first with the local health department before pursuing any such actions to ensure that such measures would not violate any local health
or related ordinances.
