deposit deductions

Is the landlord entitled to deduct money from the deposit for work that will not be completed until the new (and current) tenants move out? should all work be completed before the new lease startsif there is to be a deduction?

If the current tenants caused the damage or are responsible for the wear on the rental unit which justifies use of their security deposit funds in order to repair this damage or refurbish the wear, there is no need for the landlord to wait until they move out in order to initiate the needed work.
