One Extra Week of Rent

I gave proper notice to terminate my lease at the end of the month. I needed an extra week due to construction delays on my new house. I sent a summary letter and pro-rated check for the one week's rent, which was cashed. The landlord is now deducting the remaining 3 weeks from my security deposit. Can the landlord charge me for the entire month? Landlord has several vacant units for rent other than the unit I am vacating.

Yes, assuming that the lease was on a monthly rather than weekly basis, if you overstayed even by one day, the landlord could charge you the full amount due for the month. (The issue you mentioned of the landlord having other vacant rental units is irrelevant in regard to your particular obligations owed the landlord under your particular lease.)
