In dealing with house mice how severe does the problem have to be for the landlord to be responsible?

I make the following Solomonic pronouncement in answer to your question: A couple of mice, that's the tenant's responsibilty; a couple of hundred, clearly the landlord's (and, likely the basis for a constructive eviction argument). As to the area in between, that might have to be litigated (if it can't be negotiated).
