Our landlord accidentally paid the first two months of our electric bill and now wants us to pay him back. He's taken the money out of our deposit and is charging us interest every month we don't pay him back. Is this legal?

Yes, probably, it is until you reimburse this landlord for the amount required to restore your security deposit
to the amount required under your lease (my opinion).
