Is my landlord authorized to give me roommates without notice?

Im rentng 2br 1-bth house in VA Moved in 1.6.05 Signed m-to-m lease B4 I rented house LLandI discussed possibility of rmmt moving in LLcharges $550/br He reassured me in presence of 3rd party that if I did get rmmt he ''guaranteed he would make sure rmmt met my approval first''

I renewed mtm 2.6 I left apt for less than 8hrs Tues 2.8 LL left 1 msg on cell He ''found perfect roommates'' later he told me he already moved *them* in Came home to find couple sharing 2br 1ba apt

as per above convrstn I would get *one* rmmte LL ''guaranteed that a potential roommate would have to meet my approval before moving in''

Lease states in event there is common area shared by rmmts Common area will be vacated and rmmts will quiet after 11PM Television blared until 11:30PM then they took shower then had loud intercourse in br for 2 hrs

Under VA Residential Landlord &Tenant Act Verbal agrmt bt LL &I witnessed by 3rd prty is part of rental agrmt?

Under VRLTA {55-248.9 LL must give 24hrs notice before entering rental (much less moving two other people in, I hope!) Requires my permission to enter unless emergency or accompanied by officer of law

Correct? What are avail actions? Is LL within legal rights?

Your best approach in this situation is to go to the landlord with your concerns and see whether he will remedy them.

If he will not and the situation continues in a manner which is intolerable for you, then make arrangements to consult with an attorney who is knowledgeable in Virginia landlord tenant matters

and who can then review your lease and the related facts in your case in order to advise you as to an appropriate course of action.(In the meantime you would probably be well advised to begin making a chronology of the alleged violations as they occur with date, time, place, etc. If you're able to take any photos which would support your version of the facts, these could also be useful.)
