Landlord asking for money not outlined in lease

My landlord is asking for money that is not part of the lease agreement. The lease states that residents may park in a certain area if spaces are available. In an addendum, the lease states that a permit is required, but no additional fees are mentioned. The landlord will not provide a permit wihtout a fee and claims that they determine availability not whether there are empty spots. Am I being bamboozled?

Probably, but what is your remedy? A lawsuit in your local small claims court? What's the risk vs. benefit analysis result in regard to such possible litigation?

Not very encouraging, I would think.
