My landlord let my neighbor know I bounced a rent check. According to � 2.2-3701 of the Landlord & Tenant Act of Virginia did my landlord violate any laws?

No, not if this information was found to be exempt from confidentiality under Va. Code Sec. 55-248.9:1(3).
