Landlord corresponds and makes demands of tenants using stationery no current address and phone number. Is this legal and should individuals handle as legal document?

Yes, it should be considered as official communication from the landlord to the tenants, irrespective of whether it has the the landlord's current address and phone number. (And if circumstances are such as between the tenants and the landlord that they feel impelled to have to ask this kind of question, the tenants should probably also save the envelope.)
