Hello,
After signing a lease in February I found out that the heat in the apt did not work. I contacted the landlord/agent and he informed me that he has people on his payroll, but they were tied up with other projects. He stated that if I know someone who could take cared of the problems I found in the apt to have it properly documented with receipts and he would reimburse me. I could not move into the apt until April. There are still major electric and plumbing issues with the propery, but the landlord does not want to fix them. To make matters worst, in the 4 weeks I have lived here my car has been hit and someone has attempted to break into my utility shed. I am very concerned for the safety of myself and my children. What options do I have?

Either convince your landlord to permit you to terminate your lease prematurely without penalty or be prepared to stay the course until it expires
at the end of its designated term. (The adverse conditions which you've described would not, in my opinion, amount to a constructive eviction which would allow you to break your lease unilaterally and without penalty.)
