Lease Breaking
My apartment is infested with pests, has water damage and I haven't had the proper use of all rooms stated inmy lease. Do I have the right to break without having to pay a penality?

It's unclear from the facts you've described that the conditions in your apartment are such that you could assert the defense of constructive eviction to justify your premature exit from the leased premises.
