Legal Question in Landlord & Tenant Law in Virginia

My lease states my landlord can enter the premises to "make necessary or agreed upon repairs, alterations, etc. " What qualifies as "necessary"? Do I have the right to say 'no' to cosmetic changes or does he have the right to change whatever he wants regardless of it's "necessary" or not?

No, cosmetic changes should normally not qualify as necessary as specified

under the lease and which you therefore should have the right to refuse.
