my leased townhome

when i renewed my lease, I was asked to sign a paper that read that water would be paid by me the tenant.

When I came here I was told that water is paid by the landlord and it has been. I was told everyone signs these forms, and that the landlord will continue to pay for the water/sewage. I told them but If i sign this that it gives them the right to make me pay for the water in mid lease. I wanted to know this since if I was to pay for the water I would have not renewed the lease and moved. I was told the landlord will pay the water. If they begin to chrage me for water in mid lease, do I have any recourse? They told me it will paid by the landlord, but yet they would not renew my lease if I did not sign this paper reading that tenants may be charged for water.

Hard to say without actually reviewing the lease, but if the landlord attempted to renege on their oral promise and later to charge for the water, you could refuse to pay it and then contest it in court during eviction proceedings.
