Limited Building Access

The management company where I reside recently installed new security locks with no emergency override. I am handicapped and recently had a fall which necessitated getting help from the paramedics which would have been impossible, if the rental office hadn't been open to send someone from mantenance to give them access. Is this legal? I'm afraid I might need help and may be denied because of the current situation.

I have no idea regarding the legality of these particular locks in the particular locality where you reside, but why not take the matter up with the management company and see what they can come up with? (I would write a formal letter for the record putting them on official notice of your particular problem as a hedge against possible future untoward developments which hopefully won't come to pass.)
