Legal Question in Landlord & Tenant Law in Virginia

I live in Norfolk, VA and for several months now I have had to call the cops, my landlord and the property manager on the person that lives above me who blasts his television and radio all hours of the night usually up until 1-2pm in the morning. I need my 8 hours of sleep. I have been late for work 4 times because I'm so tired, I didn't even hear my alarm. Someone told me I can file a warrant in debt. Please advise.

Warrant in debt, based upon what legal theory? (No, I think not.)

Your remedy, such as it may be, is more likely to be found with

your landlord and property manager rather than by calling the cops (my opinion).
