Legal Question in Landlord & Tenant Law in Virginia

I live in Virginia, I moved out of my apartment last month,since then the landlord has refused to answer any of my calls or emails regarding receiving my deposit back. I tried getting in contact with her for returning the key and nothing...it's almost as she is intentionally trying to keep my deposit. I have all the emails that I sent as well as a log of the phone calls. I did not break the lease and the apartment was in better condition when I left than what it was when I moved in. What are some first steps I should take to receive my deposit.

Sue her in small claims court for the return of your deposit + court costs.
