Local County water dept has mandated that landlords are responsible for water billing. Refuses to issue billing in tenants name. Tenants do not pay bills.
Water Dept policy demands bill paid within 10 days of due date - then water service is cut off.
Can I ( Landlord ) cut off water service if tenant is 10 days past due date ?

No, you cannot unless you're willing to risk civil liability for such
a practice. (This issue of payment of utility fees should be covered
in the lease, making it very clear to the tenant that the payment of such bills is to occur at the same time as the rent, whether as part of the rent or paid
to you separately.)
