Legal Question in Landlord & Tenant Law in Virginia

i Moved in to my apartment three months ago. and i still have not received all of my keys for my doors my locks weren't changed and in my lease say i would have them within 10 days that was in October i have done everything i can i have now put in a thirty day notice and no one has every called or got in contact with me along with my apartment flooding due to the guy upstairs and it still hasn't been fixed what do i do since no one is giving me answers?
