Legal Question in Landlord & Tenant Law in Virginia

When I moved into my apartment I was required to give my Dominion Power account information to my landlord before I could move in. For the past 8 months my power has been on without getting a bill. In fact, dominion Power sent me a check for $1.85 during the 3rd month for reasons I am unsure of. It wasn�t till April 2, 2012 that my power was cut off; I figure due to nonpayment yet I have not yet received a Bill. Am I liable to pay Dominion power back for the past 8months of power use?
