Legal Question in Landlord & Tenant Law in Virginia

I have a neighbor underneath me in an apartment complex that says he has noises complaints with me which there is just everyday noise no parties no yelling he recently has left a note on my door which would be fine but it was pushing the line added more than just his complaint. is there a harassment law or something i can use with him he has 5 people in a 2 bedroom apartment which in loundon county va i think is too many he just likes to pick at nothing and im sick of it i need a law i can show the complex

Why not take up your issues with the landlord/property manager of the apartment complex?
