Is a non-refundable pet fee a deposit against damages? I paid a $250 pet fee on renting a house. When I moved, 3years later, the landlord deducted $200 from my security deposit for steam clean the carpets. I received an itemized invoice from the landlord indicating that this was done to remove dog odor. My understanding was that the $250 non-refundable pet fee was to cover any pet related damages. The landlord claims that the fee merely allowed me to have a dog and was unrelated to any dog-caused damages. Am I entitled to a refund of this $200 charge?

Hard to say without knowing the exact language in the lease governing the pet fee deposit and the issue of "dog-caused damages".
