paying rent on un finished apartment

I moved into a duplex in september of 07'. The first week i moved in a list was given to the landlord of things that were not done and needed to be fixed. The house i live in had gas fixtures I guess and when the new light fixtures were put in they were all left undone. they hang from the celings with obvious gaps between the fixtures and the celing itself. Basically they all look like they're falling. Also there are no electrical outlets in the kitchen except the ONE that the fridge and stove are plugged into, I was told he would put one in over the counter for me. Also my home has old windows in it, the house was built in the 1800's and has had no updating as far as outside and windows go. Several of the windows locks are broken off, actual glass is broken/cracked, and they have drilled 5'' screws into some of my windows so they can't be opened. i was also told that they would put the light fixtures in the bedrooms up and install the light the bathroom. None of which have been done.These are just a few of the things. Is it legal for me to withold rent until these things are fixed or is there some kind of law against these things? I had given several days and times where they could come in and fix things and they just didnt show.
